Not Wi-Fi.He is on 4G, can receive any data any time.
If he want to stop receiving of data, he must put phone in airplane mod, or, to setup device to use only physical receiver (gps) and not any other source.
But in that case, he can not use Online-Tmc.
Btw, I think that those lines are because of it. When I tested, got same lines with online-tmc turned on.
Now, let's wait if @jtrosky solution give the result.
Ok guys, I am in a different time-zone but I am now working on it.
Step by step:

tmc_event_coloring=0
only kills the supporting (often red) color for live traffic situations.
Airplane mode and properly stopping/killing IGO and restarting did not do the trick; still the same.
Changing skins or sheme's does not change anything.
[traffic.events]
use_historical_speed_color=0 has no positive effect
hnr=0 or show_hnr=0 should disable this feature. I tried both under [feature] but no effect.
But what does work is disabling my present sys.txt alltogether. So now I am working through it ..

If the problem is "traffiic related" then my sys.txt suggestion should work and it does (but not totally eliminate all)
That means something else that is not traffic related is in effect. When I said it's scheme related, I'm talking about
changing the scheme not switching the scheme, like this

If you remove your existing sys.txt and it works, then there is something in your sys.txt that "activated" it. Again it might
be non-traffic related.

Eureka! Actually the lane_info command did it. I checked with both on, both off and one on one off. Mind you this is with traffic on and even the .fsp map in content/map/

Good, so it has nothing to do with traffic; which also explained why I don't see on my NextGen with or without traffic activated.
