Is it possible to edit speedcam files -hdpi -ldpi-mdpi-.......etc.speedwarn0 and speedwarn1.bmp by adding new speedcam
Signs or edit its colors or icons?.if yes which software or programe can do this.

BUT, "iPAQ Image Explorer" cannot edit bmp icons .its just image explorer.i want to know how can i change icon
on speedwarn hdpi -ldpi-mdpi-.......etc. ?

speedwarn0.bmp and speedwarn1.bmp are the same...
is an image strip 60x1920 for hdpi with icons...
you can make a transparent layer [60x1920] with photoshop.... etc from the beginning and place your icons...
or open the original image "speedwarn1" with "iPAQ Image Explorer" save as png and edit by replacing icons...
I think the second way is easier because you do not lose the size...

You can act in two ways, or open the "encrypted" bmp images with iPAQ, save them in the png format, and edit them with an image editor, I use Photoshop. When you have finished editing images open them with iPAQ and save them in iPAQ31x / iGO format.
Or you can start directly with the image editor and create the "strip", that is none other than the 32 icons on top of each other. Even here, when you've finished the job, open the images with iPAQ and save them in iPAQ31x / iGO format.
It is not necessary to create transparent layers, just make the background of pure black, (RGB 0,0,0), iGO will make it transparent. In fact you have to be careful that your images do not contain pure blacks, otherwise you will have "holes" images.

Can you explain to me how you did it?
When I tried to modify the icons, the file is bigger than the original and the phone is blocked.
....... if it was easy, it would not have taken me 3 months to modify it correctly........ and alipark knows something about it.......
The phone does not block for the file that is too big, but because it is not saved in the right way or because contains incorrect images.
To have small files you should use only vector images, if you import raster images and then vectorize them, in the final you have big files.
It is difficult, however, to find all the vectorial images that we like....... and almost always have to pay to download them in vector format.......
