Hi fiesta.
All Navitel *.apk contains a map key. Your 9.8.3 doesn't contain key for Q3-2017. Use *.apk from first post.
'clean install' mean you need to :
1. Uninstall old Navitel.
2. Remove all old Navitel files from ext. and int. memory and restart the device.
3. Install new *.apk and add maps.
