Yes, if you buy maps you should get at least .fbl and .poi; you might not get .fda, .fpa, etc... because not all package has them. What dveved commented was a reply to bam-bam replied. As proof, Canada has both .fbl and .poi. This is why I believe that the states .fbl only was from your post, not a new purchased. I know getting stuffs through naviextras can be painful. Just like other regions, very seldom things are posted "fully." Things trickled in as people requested them.
