I have a NOTE4 (Android 601) and all the maps HERE - on the SD Card. Works without problems.
Your problem - this is probably the wrong license file for the USA / CANADA map's, or bad sys.txt
Reinstall soft - but using only the dedicated files (mainly data.zip), insert the correct files (lic), and after installation, clear the phone cache - it should be ok.
