I do like the idea globally, but I am wondering if the purpose of this interesting thread will be lost in the amount of combinations - assuming that more than 4 or 5 give their cooperation.
There is not only the matter of the device/OS but the program itself may perform better or worse on this or that type.
Examples from my experience: All Primo performed excellent on my WinCE devices, all of them, but on my Medion 4160 WinCE, no TMC was possible because the driver was missing (hardware was present). A Medion WinCE5, Primo and and another TMC chip plus driver were a perfect combination. Talking about the same Primo build 405512, that is.
On that same 4160 Navigon worked with TMC as did GoPal (of course). While Gopal was one of the worst programs ever - even a gps lag (!) while on Primo the position was spot on, I can't explain that at all - Navigon was not my cup of tea. I prefered running Primo, even without TMC.
Android Primo 2.4 worked perfectly on my s4 mini, not at all on my Moto G (I must have overseen something, could not solve the resolution) where I have now NextGen 658108 running flawlessly.
My point: everyone (most) contributing will prefer a combination or "give points" based on a limited experience, therefor the results are maybe sort of "compromised"? Esp when the results are not clear (the why). As analogy here, the thread "which map is better in your country ?".
