I'm sorry but i really don't understand your post. The XML file we're referring to is the GarminDevice.xml which belongs in the Garmin folder. The unit will recreate it or update it on every reboot. The Locales.xml you have shown in your post is a different file which is stored in the .System folder NOT in the Garmin folder of 169x units. I guess you have added that Locales.xml there from an earlier backup.
So GarminExpress now sees the unit are you saying? Please check that you have GarminDevice.xml in the Garmin folder, open it in a web browser and advise the software [firmware[ version shown there:
