I have an igo folder in internal memory and on sd and Primo works on my smartphone, which is the same smartphone as De5i (s4 mini)
However in that (internal) igo folder are only these folders:
config (in it a folder 'devices', which does not hold the s4 mini)
content
debug
license
save
ui_android
ux
No igo folder, so De5i, what is in that igo folder in the igo folder??
About sys.txt:
I have the same lines in sys.txt. I commented out the linked root list, but that appears to not make any difference.
On my first attempts, Primo did startup and close right away until I put the basemap, a language file and a voice in the "main" content folder in internal memory.
Looking at your screenshot..
Shouldn't the correct paths be:
android_secondary_root_path="/mnt/extSdCard/Apps/iGO"
content="/mnt/extSdCard/Apps/iGO/content"
Screenshot makes it look like you have the iGO folder on the external card inside an Apps folder and not on the root of the sdcard.

There is no iGO folder, I was trying to show that all the folders listed are within iGO folder.
I have the same information in "main" content folder and still getting the error.
Just to update you all I have now got this working, including speedcams, tmc and TTS. This is what I did to get this working:
1) I placed the 9.6.29.427562.apk on the root of the internal memory and installed it from here.
2) I added the following lines to sys.txt:
[folders]
has_secondary_root=1
android_secondary_root_path="/storage/extSdCard/Addons"
data="/storage/emulated/0/iGO"
3) On the internal memory I have the iGO folder with the following folders and information in it:
content (inside this - car, dictionaries, global_cfg, lang, map(basemap), scheme, speedcam, tmc, userdata, voice)
debug
font
gfx
license
save
ui_android
ux
data.zip
sys.txt
4)) created "Addons" folder on external SD in which I have the "content" folder with the following folders inside:
building
dem
lang
map
phoneme
poi
scheme
skin
voice
5) what I noticed is, if the 9.6.29.427562.apk is placed on the external SD card (I had a folder on external SD Apps/iGO/9.6.29.427562.apk). If the apk is installed from here it gives the error as detailed in post #15. This is true of any Primo apk file installed from here. Therefore in future to get this app working make sure it is installed from the root of the internal memory.
Thank you all for your help, this assisted in me getting this to work and learnt some lessons for future installs.
For proper functioning, install .apk without card.
Just remove card, ( uninstall ) and reinstall.
In internal \ iGO \ content folder add subfolders :
- car
- global_cfg ( with global_cfg.zip )
- lang
- map ( with basemap.fbl )
- skin
- scheme
- speedcam
- userdata
- tmc
- voice
On this moment iGO should start .
Spoiler: folder structure
Next, on card make a folder addons with a sub folder content with subfolder building, dem, map, poi .
In POI folder add a poi file .
Add in sys.txt :
To find the corect path ( wich is case sensitive ) use Total Commander ( see [Only registered and activated users can see links. ] )
If the path you entered is corect you'll see POI ( More - Help - About - More - Content - Places)
The card should not have any iGO folder, especially at the installation / first run .

I changed my Android setup as described by Costas3850 (added skin folder in internal memory) and see no difference in operating (tested on road).
Despite all worked before and it even did flawless, I am pleased with the tip!
