So, immediately after unboxing my 3790T, I plugged it in my computer to update everything. Take note that it still didn't experience stable satellite signal because I haven't had time to take it out yet (I have it only for two days).

First off, every time I turn the device ON it asks me of my locale, language settings, etc. Is it supposed to do that every single time you turn it off and on?

Second, whenever I plug it in the computer it gives me the error prompt of "Scan and Fix (recommended)" and "Continue without scanning". I always do scan and fix but that prompt still occurs the next time I plug the device into the computer. I'm using Win7 x64 and I'm reading the 37xx has problems with this OS. I already updated to the latest firm of the device (4.10) by downloading the GCD file because Webupdater says something about communicating errors with the Garmin website everytime I try to use it. How do I fix this?

Lastly, I used Webupdater also to download the updates to keyboard, text, language, voice files, etc. Everything installs successfully but when I run again the Webupdater program other already-downloaded-and-installed files (except for the voice files) are listed there again and this keeps going over and over.
