The way I installed the apk without using xapk installer is as follows:
1) used 7zip to open the TomTom NDS MOD 1.8.15.1.xapk and extracted the following;
a) Android folder
b) com.tomtom.gplay.navapp.nds.apk
2) copied the com.tomtom.gplay.navapp.nds folder from within the extracted android/obb folder to the internal memory of the phone at android/obb
3) copied the com.tomtom.gplay.navapp.nds.apk to sdcard of the phone and installed the apk.
All is working great.
XAPK is made for less experienced forum members. To avoid questions where to copy OBB and which apk to install. Therefore, both HW architectures were merged into one APK and an OBB file was added to the xapk.

With a data connection the items are online and not on the phone. (or WIFI)
From TomTom:

the obb file is needed at the first time installation...
after that can you deleted because all folders has already copied in the installation folder SD -> com.tomtom.gplay.navapp.nds

The apk is installed and working fine. Its only drawback is that it doesn't show speedcas and danger zones, even though it's turned on for TomTom services

If users would just take the time to read they can answer the questions they post themselves.
But it is always easier to ask then look and read.

It's not like this. I read everything before I asked the question. Still, it wasn't visible. So I uninstalled the apk and reinstalled it and it now works, but it still shows only a few cameras.
Anyway, thanks for the help.

My guess is that during the installation you refused to share the location, and therefore you could not have advanced ONLINE services.
One of those services are speed cameras.
No location sharing = no cameras.
Your second mistake is that you uninstalled the application, and you could include the services in settings> other> privacy
