Above it is stated that the "Tracks4Africa.GPI" (POI) file is locked.

This is a novelty for me. Maybe who knows how to unlock this file?

I`m getting error masage: "System.IO.IOException: The process cannot access the file 'F:\Programs\Garmin\Garmin2\city-navigator-southern-africa-nt-2013-10-a\Tracks4Africa_GPI\TRACKS4AFRICA.GPI' because it is being used by another process."
Does any one can unlock this file for me please.

Protected GPI file Toolkit (ex CyclopsSafetyCamera Tools) has been updated to unlock those files too, check it.
