i know that it only works with these languages
but my problem is that the app is not in the app section
which means that the voice command is not installed in my nuvi
that's why when i change the language to American or British the voice command is still not working
You seem to be aware that Voice Command won't work with your map in UAE [there are no ASR files available for CN MENA afaik], i.e. without the 'map-specific' ASR/SRX corresponding to your detail map, VC cannot work in your 'Locale' and that's the case even if you have a certain language's SRD files loaded. However, maybe if you change the 'Locale' of the unit you can activate the Icon in Apps and get some limited VC functions.
