I figured it out. Stupid mistake. When I put my Unit ID in the key gen, I accidentally copied my serial id instead of the unit id, that was the problem. Works great now. Thanks!
Maybe just a typo in your post but correct folder name is Voice not voices.
Make sure the .VPM and .UNL files have the exact same name (apart from the file extension of course).
For instance: DarthVader.vpm and DarthVader.unl
Also make sure the Windows Explorer of your computer is set to "show file extensions of known file types".
I have a nüvi 1490T on which these voices work fine.

Do these voices work with GarminMobilePC ?
I've followed the instructions, but can only choose the standard voices, nothing extra.
I think you misunderstood me. I've not been able to get the custom voices to work on GMPC either. I've had no problem on three different Nuvi models and also not ok with GarminXT on Nokia. I've tried these custom voices on several different versions of MobilePc and with different OS (XP, Vista, and Win7(both 32 & 64bit). Maybe we are both doing the same thing wrong and if someone's got a solution or if you work it out post it here. I was just making the point that it's possible to get Microsoft Anna (Text to Speech) on XP. You have Anna on W7 i know, fine. So stop laughing and then try to find a way to get the Dark Lord of the Sith rumbling on GMPC and if you do, share, baby, share, 'coz i've given up

Just to be clear, i meant "I've not been able to get any of these custom voices to work on GMPC either". For instance, no problem with the Govenator voice renamed to English_American_.vpm or the Borat voice renamed to English_British_.vpm, but they came already unlocked and don't need a *.unl file. I just have not been able to get these voices unlocked to work in GMPC like i'm able to in Nuvi. Also i hope you didn't think i was being tetchy, that's just my (weird?) sense of humour
