In Mio S series you also have to change appstartupsec.ini, but the file is located in \My Flash Disk\Program Files\Navman directory. You need to change:

Hi... Sorry for this very late reply, I have miss this request. If use at-least iGO 8.3 or iGO Primo.... You can use iGO R3 Maps Both: Navteq/TomTom/Topmap to your device

I installed iGO Primo Kia (Boki's edition) on my friend's Mio Moov M400, which had terrible stock software and maps from 2009.
When I did it your way, the program wouldn't start and it'd just make two extra folders outside of the main Primo folder, called content and save, and even upon putting content in the aforementioned folder, it still wouldn't open, and nothing would happen on the device. So, instead, I put the iGO folder in the program files folder, where the MioMap folder is and I changed the path in appstartupsec.ini to \Program Files\Primo Kia\MobileNavigator.exe and it now runs like a dream.3. Copy Primo dir on root of the Flash disk (not in any folder!)
4. open \My Flash Disk\Program Files\MioMap\appstartupsec.ini in editor and change this lines:
