Both should. But VocalizerEx (Vocalizer Expressive) is better. The installation instructions in this thread is for VocalizerEx so you should use it. From your previous post, your problem is not VocalizerEx since you said it works fine in android. Your problem might be incorrect voice.zip file. Find the one for android for the language you are interested in and use that instead.
I have the sulotion. The Problem was the TTS info.ini. For Example Voice_TTS-nua-deu-f1-lua-dri40-155mrf22.zip.
Changes in info.ini for:
de (Germany TTS):
tts_langname="German" Change to --> tts_langname="de"
tts_engine="nuance_v5" Change to --> tts_engine="android"
Same for eng TTS:
tts_langname="english US" Change to --> tts_langname="eng-USA"
tts_engine="nuance_v5" Change to --> tts_engine="android
or hungary TTS:
tts_langname="Hungarian" tts_langname="hu"
tts_engine="Svox TTs or Acapela TTS" Change to --> tts_engine="android
...
I have tested in some TTS voices and it works. (tested with 10 TTS voices)

Can we just use the system's TTS?
You can use other/"system" TTS engine like google TTS, but you will still need the TTS voice file. The TTS engine is the "how" to do the TTS and the TTS voice file is the "what" TTS to do.
I am a little confused. So with the correct voice files, I do not have to install extra TTS app, if my Android has Google TTS installed?
If google TTS already works on your phone, you should be able to use it if you have the correct voice TTS file. No confusion, pretty simple.

My system:- Android 5.1.1 in car 2 DIN system.
I can activate the vocalizer apk and vocalizerEX TTS shows in settings under "Language & input".
I can select VocalizerEX TTS but it says that "English(United Kingdom)is not supported".
I find this very strange, is it correct?
