Why do you need his permission? He didn't create labs.zip, it's taken from old release of NextGen.

    Dear @ opusmajor
i respect the author rights even added a word, but i think these applications are supposed to be available to all persons not exclusively to a particular category, as long as they are free of charge.

He didn't say that he created it. I know for sure labs.zip has been around for a long time for NextGen. Many other posts referenced it and many have posted it as well. So no permission is needed.
If an "app" is posted by the original creator, it is respectful first to asked; regardless if it's use "free of charge" or not. Because some creator do not like their work posted in other forums.
