In my Pal app mode VR works as well, the app stays active in the background and in multiwindow mode it becomes active even if it's not in focus. It does NOT work with tts_nua_ve1 engine!

However, those who care about tts_nua_ve1 can download my mod of the Israel application on which it works, but on which the online services do NOT work, without any manipulations with the "save" folder. Israel also works in the background and in multiwindow mode even though it is not in focus. Israel .apk may be downloaded from same link on 4pda forum.
