I’ve never had any issues with weather or traffic reports using Luna (32-bit).
Maybe it’s down to LineageOS.
As for languages and voices: I’ve made my voices and languages available here........perhaps you could do the same?
TTS works best with VocalizerEx2 combined with SmartVoice, or the patched Vocalizer 3.8.2.

I doubt that it's LineageOS at the moment.
If anything could be the culprit, since this TMC is not based on radio waves, but on internet connectivity, then it could be AFWall+ application firewall.
Maybe just whitelisting (allowing) iGO Luna through it is not enough, like for other apps.
Maybe, unlike the other apps, iGO is not downloading the data by itself, with things embedded into its own app and it's using a third party tool, which is blocked, like the webview for example, the default embedded web browser in Android.
Unfortunately AFWall+'s log feature is currently broken, so I cannot see which apps are trying to connect to the internet and the firewall is blocking them.
A bug report for that exists for months, but it has not been fixed yet.
I've tried to modify the sys.txt from various sources to fix it and all attempts failed.
I've even tried to replace the tmc_online.zip in the ux folder a feew times, but weas breaking the display of city names at least, so I reverted it back.
It's a bit strange that inside of it, the plugin.ini has a size of 0 bytes.
As for Vocalizer 3.x.x, it never worked for me as it was not cracked fully, if I remember well.
As for Vocalizer 2, it worked great in the past.
I think I even tried SmartVoice too, which also worked well.
But last time I tried it, it had problems working successfully on LineageOS. Tried it last time two years or a year ago.
I don't remember exactly, but I think that it made the Text to speech page in Android's Settings to continuously crash.
I don't expect to be better now, as AFAIK, Vocalizer doesn't have any more updates and Lineage was continuously rebased on newer version of Android, now being based on Android 16.

Running iGO Primo Nextgen 9.35.2.153810 on Android 15.
On an earlier version I think version 8.xx, years ago, I could add a POI while driving by simply touching the add-poi button on the screen once in the cockpit.
The POI was added without further having to click or push any button, so it was easy and safe while driving.
After the ride I could then review the added userPOI's and give it an accurate name.
Is this possible on Luna?
I searched for an UX-file but couldn't find one.
The add-speedcam button acts almost the same way, only I have to push the add spc button once and then the SAVE button.

Your screenshot shows that it's Arimi's skin, which doesn't exist on his Forum and I haven't seen it anywhere
Or someone was playing and putting their own loading, which again misleads us
However, there is a possibility that it is still a part of his legacy, but hardly anyone will be able to help you
It could be just "makeup", but I wonder where you got that skin
There aren't many Luna skins, so the right source will probably be found quickly
I installed LUNA 9.35.2.263562 (or World, or Basar, or Avic) with the wal24 skin on Android 15;
here, you can add POIs/favorites - and name them immediately - without any cumbersome intermediate steps...
However, anyone living in the past will have to deal with a different set of circumstances 😏
