I just tested this on Israel, Pal and Avic with original ux-es and with Pongo and Arimi skin too, and my conclusion is that the mistake is on your side.
There is all fine, nothing to change.
You need to inspect your setup. ...try from the scratch.

I deleted "route.ui" and "route.lua" files from "ui" folder of "the_skin_by_pongo.zip" file and everything is OK now!!!

I use israel 687519 with pongo.
These two lines are in the sys file for the pongo, it would be logical that then this setting works with pongo skin.
