Improved management radar

Significant changes in the management sections.

We decided to differentiate the beginning and end sections:

- The first contains the value of the average speed (no change)
- The second must be specified as the end, in the editor, a long press on the speed button will change its state.

You can find downloads in the DT base sections with this encoding.

Is anybody using this skin with android?

I don't see any speedcams any more in the map. And I can't find any settings for the speedcams?
