Are you using same proggy version as OP?

@Boki Works fine with HERE 2016Q3 for my state (there is no reason why result wouldn't the same for other states) for the following

No additional content licenses are needed; just what comes with proggy.

Version is 9.18.27.676280. I realized that some files turn red if I rename the license folder just when I tested it yesterday.

That should tell you that version 9.18.27.676280 is not "fully" cracked.
