EDIT: Nevermind, I tried downgrading to 7.00 and it still didn't work and then I tried 6.20 and the xml copy method worked just fine, I have all the features enabled now. This means that since 7.00 (not 7.10) the enable features application is not working.

Thanks Kevin , I corrected starting post. I changed "since sw 7.10" into "since sw 7.00" and "If you flashed the old firmware 7.10" into
"If you flashed the old firmware 6.60".
