You can split 2016.10 with Gmaptool by subfiles and replace CN_RUSSI.SID with CNRUSSIA.SID posted above, then Join, no need to redownload again the whole map. That file only has been replaced in 2016.11.
No changes in gmap too.
But this 2016.11 is optional for newer devices only
