No difference are for FID 1281 and FID 1790 now! But initially FID 1281 was intended for device with 3D footprint support and FID 1790 for device without 3D support.
We need to see at log of FID 3332. Obviously it is encrypted for using in new device.
I looked in detail. FID 4594 and FID 3332 is the same. There is small difference in size but it is due to FAT sector limitation because the img was compiled in different order.
FID 1790 have a smaller size. No difference was found at most regions. The exceptions are some region. It are Murmansk and Yakutia regions. I am not familiar with big Yakutia. But Murmansk is zone of my interest. So:

There is no secret. . These map do not have the network of altitude lines only! But is very strange that FID 3332 is singed in these maps as Russia Topo Light 6.19. Navicom makes buffoonery as usually - topsy turvy. It is obviously in this region. I can see the "Flat (Равнина)" labels instead of the "Cliffs (Скалы)" labels from one release to another

Resume: FID 1790 will escalate to really Russia Topo Light version for non-outdoor devices as alternative of former Roads of Russia. FID 4594 will be stayed intended for distribution on SD. FID 3332 come soon in device internal storage as preloaded map. Will see in next year...
