I don't see any mystery in this.
City Navigator Russia 2016.20 is prepared somewhere on Garmin's servers, but not published yet.
Sometimes City Navigator maps are published here on forum before by Garmin.

Garmin, how much is 30 pieces of silver for Judas today? Were they worthy for crucifix of GPSPower?
There is no interesting. Navicom send a raw data for City Navigator Russia to Garmin for map compilation. Roads of Russia Topo is compiled by Navicom itself with his registered version of compiler. This release is critical due to of dysfunction of 6.20 version. So if update was forced and unscheduled the Navicom take decision to update map with data that was unpublished on Garmin server. Users already reported about new changes in compare with 2016.10 in Moscow region...

Which FID do I use with Nuvi 200 Series knowing that FID 1281 (now discontinued) was the right one for earlier versions of this map?
Thanks in advance!
