I have a problem with the img version of the map. At some zoom levels BaseCamp does not display same picture as with the gmap version. Parts of land are missing, streets are reaching over the sea and things like this. I tried it with here supplied img file and with img file produced with MapSource export function - same result. Is this a map issue or my fault?

I was able to produce the same symptoms as you after creating an img with either mapsource and mapinstall.
I'm convinced the maps are fine and it's simply a drawing issue with basecamp (not surprised).
The map displays perfectly in mapsource and work perfectly in the GPS (I could not find any issues in the GPS).
In basecamp 4.0.2 I noticed that road structures are always correct but at the different zoom levels, basecamp merely draws the land mass borders incorrectly (sometimes even completely missing) which is making the road structures "appear" to be in the water.
Just another crock in buggy Bascamp if you ask me!

I read in another forum that Garmin support has told callers that the large JCV will no longer be made available for direct download. You will have to find it via an upload link and there seem to be quite a few around.
I believe Garmin must have decided there is no need to provide the large JCV as a separate download any longer as their new map installers (updaters) claim the capability to now install some items to SD card when the GPS has insufficient memory.

I don't think they are telling you to find it elsware. I think they believe they have corrected the update issue and no longer need to offer it as a separate download.
The original reason for providing it as a download was because their installers/updaters couldn't deal with SD cards so if the maps+JCV (that you were "entitled to") didn't fit in your GPS they would give you a smaller version of the JCV, maps, or both (whatever would fit).
Folks then complained because they obviously had room with the addition of a data card. Now that the latest Garmin installers/updaters claim to support data cards as a form of extended GPS memory users shoulg get the correct map and JCV coverage for your make and model as long as they've provided a data card.
Remember: when you do a map update (even with a lifetime subscription) you only receive the same map and JCV coverage as the originally installed maps on your GPS when it was purchased.
