Not sure why it complains about locked maps on boot-up if there's no maps loaded .... unless you have something on an inserted media card?

Do you also have detail maps loaded as well because the basemap is only used (sometimes) during navigation and its detail can only be seen on the device "View Map" or navigating screen when you zoom out quite a bit.

its showing like this and i could not find any installed maps and im actually trying to install from bbbike org since garmin doesnt provide maps to india. As far as i i know..

Your first image looks to be of the basemap, i.e. zoomed out beyond where any detail map shows.
The second image is showing the BBBike India map. That has actually been installed on the device, which is connected to BaseCamp. Note that BaseCamp can display a LOCKED map *.img file installed on a device, however that same map cannot be displayed on the device. Also, it will typically display a warning notice about the presence of locked map/s during the boot up process. You previously posted in #415 that it displayed such a notice.
The third is showing MapInstall with the device connected, reporting that you have no (unlocked for the device) map data installed on the PC. That's of course correct if you don't have any appropriate PC Install/.GMAP folder mapping data installed on the subject computer.
My best guess is that (i) you have a device with an LMT (Lifetime Maps and Traffic Subscriptions) entitlement for an area other than India, likely either North America or Europe. If you connect it to GarminExpress, the device will be offered the mapping data it's entitled to but not for India unless there is a paid option offered by Garmin; and (ii) you have successfully installed the BBBike India map (gmapsupp.img) but it is for some strange reason being determined as not unlocked for your device. This is not logical because, as far as i know, they are only repurposed OSM data which is not locked.
Perhaps you should try replacing the BBBike data with actual OSM data from the site below and see if that works:

Yes that's correct, *.img files are the sole map data files that are directly usable by Garmin devices - however they are a proprietary Garmin file. A quite different format from the other common files with that same extension name, those IMGs are similar to ISO files. GarminExpress installs maps directly as IMG files to an entitled device.
Raw Garmin mapping data may also be contained in a .GMAP folder which is stored on a computer (aka, a PC Install) and is used by MapInstall to compile and install an IMG file on a device. That 'PC installed' form of map data cannot be seen by a device but can be used by BaseCamp which can then invoke MapInstall to transfer selected map tiles, compiled as an IMG file, to a connected device which can legitimately receive it.
OSM on-line data can be compiled at their website into a Garmin-readable IMG file. To learn how to install an OSM map first start with this guide and its links:

Hey Neil ! hope you are doing well, i just just have one more issue.. im not able to install maps internal storage but external its fine what to do ? i have plenty of space.

Do you mean as Boki has interpreted above that you want to move or put additional maps onto the card.... or do you want to add maps to the internal memory of the device itself? I'm thinking it's the latter although that's an odd problem to have if you've properly followed my previous advice regarding use of OSM mapping data so i'm guessing that it's only a file placement or naming problem seeing the map works on the card ok.
The nuvi 2xx5 series can use map IMG files in 2 places on internal memory, those are either in the [Only registered and activated users can see links. ], or multiple IMG files in a root folder named "Map" (i.e.: Map\*.img) where <any_name>.img can be used (e.g. "India_OSM.img" and limited, as i vaguely recall, to 11 characters in the file name). Alternatively, the two traditional Garmin namings of gmapprom.img or gmapsupp.img may be used instead, placed directly in .System folder (e.g.: .System\gmapprom.img).
If neither is indeed your problem, you must give more precise info on what you're facing here.
