It's in pre-boot mode. How did you get it into pre-boot? Did you do that via the hidden engineering menu behind the battery symbol? Don't flash anything just yet. Exit pre-boot and try again to connect in Mass Storage Mode.
I use Updater.exe with the 092401000350.rgn file and after this every time I connect the device to the PC I see a GARMIN USB GPS ( not a mass storage device )on Device Manager, and on the screen device I see "system software missing".
After I restart the device now is recognize by PC like mass storage device.

When 'System Software Missing' message is displayed the device always defaults to pre-boot mode. Often a restart fixes that resulting in normal operation as you found. Good result.
PC recognize the device like a mass storage device, but Garmin Express didn't recognize the device. I format the device with RMPrepUSB and after this Garmin Express recognize the device and I made all updates. This device have life updates for maps.

I think your problem may have been due to a bad sector in region14 where the main system software is stored. If so, hopefully reloading the firmware (software) has isolated the bad sector and the problem won't reoccur.
