I was looing at Garmin US Lakes in Homeport and was wondering what the points are numbered 1 - 15... Im not talking about the depth but there are just black dots with a number by it. Are these wavepoints, if so how do I know what they are marking?

With the Garmin Inland Lakes charts, I believe that those are "Markers" or buoys. They aren't shown as red or green as I think they aren't really true "navigation" markers, but rather more a "milage" marker indicating if you are moving up a lake or down a lake.
You should see some of those black "dots" as well as some buoys indicated with the actual red or green colors depending on which lake you are looking at.
The majority of those orphan dots are "spot depth readings" used mostly in places where there us a deep spot or a shallow spot where the area of a depression/bulge is not large enough to bother with a full depth contour as determined by the map scale.
I've also seen them (the dots) used in a few places to indicate odd things like a "no wake area"
If you're looking at them in homeport 2.1.1, just zoom in and place your mouse over them (the dots) in the program will display exactly what they are.
