I use Mapsource and Garmin Mobile PC, and are going to Kaliningrad this summer.

Have searched a lot here on the forum and the rest of the network, but can not find konktret response or functional download.

Anyone have any tips?

Open Street Maps are very good. Maybe try there.

Many thanks for your tips! This page works in Firefox, and after a while I understood how it all works, "ordered" a map covering the whole of Kaliningrad, and could in 30 minutes to download a ready MapSource installation file, and it seems to work.

Will test the map when I'm in Kaliningrad later this summer :-)
