Turn out the downloaded 6.16.2 update file stuck in XP (SP2) compatibility mode. You can see this by right clicking on the downloaded file and looking at the properties. Compatibility mode should be turned on and grayed out. Turn on administrator mode which let you uncheck the compatibility mode box.

Mapsource and Windows 7
Hi, i downloaded mapsource 6.16.2 but it seems it does not run under windows 7 - it ask for win xp or newer, but it does not recognize win 7 as newer OS. I searched internet, but the answers are incomplete-there was no real answer as to why it does not want to run under win 7. I did change the permission of the file to Administrator rights, but still it does not want to install. Now i can not access my maps and have them transferred to my cellphone. Any advise ?
