There are differing ways that Garmin has historically enabled/disabled features within the same model series:
1. Devices which share firmware, i.e. same HWID but with region 140 differences as explained in here for nuvi 3597;
2. Older devices which are hardware related but have regional differences in fw, e.g. US/EU and Asian market devices with the same or very similar physical appearance but different HWIDs but usually the same PCB P/Ns thus making them susceptible to cross-flashing (that also includes some within the same market like US/EU nuvi 2x5 converted to 465 for trucking or US/EU nuvi 500 converted to zumo 200 for MC use);
3. Older related devices of the same series within the same marketplace which have differences in the logo data in region 16 - a prominent instance being US/EU nuvi 1xxx series, which can have TTS, JCV, LA, Speed Limit enabled on junior models by flashing the senior model logo to them.
In some cases it's just not possible to do do anything to enable further features at all. That may be because it's a 'senior model' with all possible features already active, or because the firmware is not easily manipulated due to encryption in the case of later proprietary Garmin firmwares or devices running Android/Linux based firmware which is less understood in the external Garmin community.
If the above explanation doesn't cover your needs, saying which specific device you're interested in may narrow down the potential one way or the other. If it turns out to be OT here but deserves further investigation or explanation, we can just spin this off to another existing thread or a new one so don't be concerned about relevance here at present.
