I have a Nuvi 1300 that when connected to my Windows 10 Pro x64 desktop only shows up as a USB Mass Storage in the Safely Remove list. There's not a thing wrong with the GPS, but Disk Management insists the internal storage isn't partitioned and the SD card needs initialized. I can put the SD into the desktop's card reader and it's fine.
Garmin Express can't detect it.
Other devices connected with the same cable, same USB port, work properly, so it is not the cable or USB port or Windows' USB mass storage drivers. I've tried other cables and ports (ALL of which work with other devices).

I have a 1300 series Nuvi and never had any problems connecting to both Win 10 and Win 11.
The other old Nuvi you have works OK connecting to the PC?
Spoiler: You posted this on the 19th.
I have only ever used Garmin USB cables when connecting any of my Garmin Units.
Never used the high speed usb port or a USB Hub.
Make sure you have the latest Garmin Express v7.16.3.0 is the latest.
Also look at your device Manager go to view and show hidden devices and go over all the items looking for a problem.
You can remove the driver or scan for a updated version.
If you have never used device Manager then take the time to look it up in the Internet.
You can also use the tool called USBDeview v3.06 it will show what USB items are connected.
Spoiler: Where to find the USBDeview v3.06
There are other great tools on this site too......
