I have a old TomTom One with GlobalLocate and originally it took around 4 minutes to get a GPS fix from cold start. Using QuickGPSfix, it now takes 50 seconds or less, very impressive!
It's no magic, they give you an up to date precalculated almanac and satellite course data file what otherwise the device would build from the data acquired from the satellites.

QuickGPSFix v4.45 (March 2018)
Your TomTom device uses the signals of at least 3 satellites to find out where
you are. To start navigating, it needs to know exactly where each satellite is.
This service speeds up the time it takes to fix your GPS position helping you
to set off within 30 seconds - even when the GPS signal is weak.
OS: Windows W7/W8/W10 (x32/x64)
1) Copy "QuickGPSFix" to the folder ".\ephem" on your TomTom.
2) Run "QuickGPSFix" to update "lto.dat" and "packedEphemeris.ee"
*) For a quick fix run "QuickGPSFix" every 4-5 days.

Is there a newer GPSfix or should I be using the one on this page (vs4.45)
Sorry to see the old TomTom 720 loose support.
Thanks
You can use this one.
It seems to be the latest version.
