From my loooong experience, that is not rule. Your device is exception. Low resolution also helps.
I've tested over 50 devices with 2.4 Primo (totally clean), only few worked well.
My device is also very old, 64MB ram. Interesting thing, when I start software in Windows mode (pure WinCE 5, started from mSD card), I can use 2.4. When it starts "normally", 2.4 is not usable. There are also some newer devices that do not function well with version 2.0.
As well as those navigatings belong to people who use them and do not want and do not know to "fight" with them, I put primo which works better Try always several versions.
So I came to the conclusion, main problem is factory launcher, together with supporting processes.
In very few cases hardware/firmware do not agree with some version of Primo.

    Go ahead, test it:

it is pure software. Add global_cfg, MAPs, POIs, DEM, languages and voices, speedcam, skins as you wish.
    Btw, what resolution?
