Is the battery a Garmin battery ? Garmin device may have a 'thermistor temperature monitoring circuit, to make sure the battery does not overheat. If the voltage at that NTC input is above a given threshold, the NTC Fault is activated which kills the charging until if the Thermistor signals to the NTC input, the battery has cooled, ie voltage back down below the NTC Signal Threshold.
