I guess you need it for Android.
There is no ANDROID iGO emulator.
You must use any ANDROID emulator. There are maaaaany. AmiDUOS, Andy, BlueStacks, NOX, Windroy, YouWave...
Trust me, it is much easier to test them on mobile phone.
    Btw, already asked

If you want it for WinCE, it is also already posted.

For NG working only at under some very specific conditions.

    Will trash this later.

Menu questions become very arduous, a lot of time chewed deja vu...Since we have lost all the year of work and effort, many people have no will to answer the same questions again. Me neather. Use a search, please.

the problem is getting the right IGo files that will work. Most of the links here are dead

Emulator for WinCE is only one. There are active links, tested.
As I said, considering your other post, you want to try NG. NG works only without ux-s, branding, one map, one language, no addons, etc...
Version you want, probably does not work under emulator.
iGO8.3, Primo 1/1.2, Primo 2.0 and 2.4 standard minimal editions, works without any problem. Tested many times. Just use one map, one voice, no branding and no any extra content.
