My mistake. Yes, it should be Nougat in that post. I will go back and fix that. However, as far as I know Oreo is minor refinement to Nougat with just small changes:
Improved customized notifications;
Picture In Picture Mode: allow several applications such as Netflix, Youtube, etc. the functionality to play in the picture in picture mode when minimized.
Smart Text Selection: select the relevant text such as Address, Phone number, etc. by just double tapping over the whole text.
Better cache handling;
Auto-Fill;
Improved Sound Quality: High-quality Bluetooth audio codecs bring a significant change in sound quality while listening music via a wireless audio device;
Improved adaptive icons.
So instructions posted above should apply the same way for Nougat 7.1.1 and Oreo 8.1 since storage and app location/security didn't change between OS.

SDCard\Android\obb\com.tomtom.gplay.navapp\
I am unable to locate this on the Android Pie. Is this OBB file necessary?

I use a version before 1.17.1 and this method I used it twice for the last two update of DeltaFoX without problem.
Make sure the signature went well (Wait about 30 seconds for the signature: the signature... successfully)
Key/Mode: auto-testkey
