I think the new file is not packed with special SW for optimization under OS. It may be required more OS resource but work. I often use PE editors for correction my sysadmin files and after the simplest change in resource code never pack it. I do not know how do it but all is working. You must find the modification of KeyGen with mapsource product record changed by user in menu. It was unpacked too...

drag&drop the img in its icon: it will be unlocked, .unl file doesn't work with .img having FID greater than 2200.
With new maps .unl is useless.
