I tried today using QuickCure3, which seemed flash successfully, showing a USB Mass Storage in Device manager, but no sign of a drive anywhere. Then after a minute or so the USB disconnected and the device shutdown.
Now, when I try and flash the firmware it resets as before then shows "software missing" on screen until its restarted.. then its back to freezing on the garmin screen.

I'm fairly sure its a hardware fault.

QuickCure3 doesn't always work properly as it's not firmware dependent. It does work for most devices however, but Cure3 firmware always re-enables Mass Storage Mode in devices that cannot boot due to corrupt essential files that cannot load during the boot cycle.

Re your statement "showing a USB Mass Storage device in Device manager", if you're meaning it's appearing under 'Disk Drives' then it's in MSM but if it's appearing under "GARMIN Devices" in the alphabetic list then it's in preboot. Which is it please? - If it's appearing under 'Disk Drives' but not in File Explorer, check if it's showing in but isn't being allocated a drive letter in Disk Management.

When an otherwise healthy soft-bricked device shows "System Software Missing" it will have defaulted to preboot and therefore show in Device Manager under "GARMIN Devices" if it's connected to PC before re-started.

Certainly showing system software missing message can be a sign of a hardware fault however in that case preboot usually isn't available when that message is being displayed but still can be.

When I flash the device with QuickCure3, Updater says the update was successful, and a USB Mass Storage Device appears under Universal Serial Bus controllers. Unfortunately that seems to be all, nothing shows in Disk Management or under Disk drives in Device Manager.

Then, after a minute or so the USB Mass Storage Device gets a yellow triangle and the properties page of that device says "This device cannot start. (Code 10)"

As you've flashed QuickCure3 then clearly the device can access preboot regardless of what you're seeing in Device Manager. I'd move to using a cure firmware made with firmware-specific Cure3 before you give in because as i said before QuickCure3 mightn't always work (being as it's not based on the device's specific fw).

If you then still cannot enable Mass Storage Mode likely it has a physical problem and hardware faults cannot be fixed by software means.

A faulty region in the device memory or a physically failed chip can be a cause of the flash not completing.

I am getting an error that says "The GARMIN device is unable to program the requested memory region. This could be due to an incompatibility between this application and the GARMIN device.
If this error continues to occur, please contact GARMIN Technical Support "

Is there a next step to this error? Or am I dead in the water.

That message you received isn't necessarily an indication of a fatal hardware fault. In most cases it just means there's been a connection problem. Please read [Only registered and activated users can see links. Click Here To Register...] and the ones following it in another thread. Follow the suggested procedure in the linked post, it usually helps.

In Windows 11 I downloaded updater.exe and extracted it. I also downloaded USBDrivers_2312.exe and ran it. The wizard said installation was completed.

When I try to run updater I get this error message:

Can someone get me on the right path? I am trying to get a Nuvi 1490 to work again after trying to update it through Garmin Express failed.

You get that message when Updater is opened directly, i.e. it doesn't have a file loaded to it. You can either run it in Command Prompt and point it to the RGN file as suggested by the message, or run it conventionally by dragging an RGN file onto Updater.exe directly or its shortcut, e.g.:

Select the appropriate radio button for "USB Device", connect the unit to be flashed in preboot mode and watch for its details to be populated in the window adjacent before clicking "OK".

Thank you. While I have some computer knowledge I don't have any when it comes to these GPS devices. How do I find the correct RGN file for my unit?

Edit: I have found this thread. [Only registered and activated users can see links. Click Here To Register...] It appears that if I can figure out what is being said I might be able to get my unit working.

There are numerous entries for nuvi13xxand14xxserie.. How do I figure out which one to use, and is that the proper file to use in GarminCure3?
