However there is seems to be no he_IL.kbd file in the RGN, here are the zipped KBD files extracted from the RGN:
I think that maybe the Nav V uses the same files as zumo 590, but I'm not at all sure of that. There is a Hebrew keyboard available for the zumo 590, if you want to risk it here's a zipped file from a zumo RGN:
WARNING: Be aware that if it's the wrong file it might brick the device when HE keyboard is selected, so this is fully at your risk. I say again that I'm not sure the Nav V uses the same files as the zumo 590 does.
On a quick search I didn't find any Hebrew voice files specifically for the Nav V however there likely would be the same file used in other similar garmin devices, e.g. the zumo 590, or even some nuvi models. If you have one of the EN voice files to post as a sample it might be possible to match it to another similar device and find the right Hebrew VPM file for you.
