Even when they've been decrypted, you cannot convert the Cyclops GPI files to a GPX format. These POIs are compiled entirely differently to other speed and redlight warnings. See the initial post here which explains about 'unlocked' and 'decrypted' and how the two terms are often conflated:
The 'unlocked' files posted in this thread are in fact decrypted.Quote:

See [Only registered and activated users can see links. Click Here To Register...] and [Only registered and activated users can see links. Click Here To Register...]
Note there is a difference between 'unlocking' and 'decrypting' GPI files. Decrypted files will work with all devices capable of using Cyclops files. In modern MSV protected devices patching of the firmware may additionally be needed, more info in [Only registered and activated users can see links. Click Here To Register...]. Unlocked files generally work fine on older devices without modern firmware protection but may require FID to 700 or 900 change.
To unlock, use pietu's Patch Tool or marcocq's PGFT attached below.
To decrypt, use syzygy's [Only registered and activated users can see links. Click Here To Register...]. Sometimes decrypted files are often also loosely referred to as unlocked.
