Did you use one of the keywords to get an alert sound? Speed, Redlight and so on?
I downloaded the poi files and bmp image for low bridges and width restrictions, i then made a folder for them and each named them all the same as the files inside.
I also created a mp3 sound that I wanted used, renamed it same too and inserted it into the folder.
I then used the poi loader to install on my garmin 1300 but it does not make any sound when near the locations or even show up on my screen.
am i doing anything wrong?

Garmin nuvi 1300 do not support mp3, you must use wav files. To make the PoiLoader possible to use wav files you must have a copy of sox.exe in the same folder as PoiLoader.

Wouldn't he still get the standard bing bing as a replacement for the mp3 if the alerts where set to go off?

Yes you are right, he should get an bing as an replacement for mp3 if the alert was enabled.
To enable the alert you must either:
*use the method Paul2 mention with file names that enable alerts. This give 400m/0,25miles distance alert (note that the use of numbers in file names between: metric 0-200 / imperial 0-125. provide speed warning and numbers from 200-> / 125-> gives distance 400 m/ 0,25mils ).Use iPoiLoader in Express
*Use PoiLoader in manual to set proximity.
*Set the proximity distance / speed in each poi.Use PoiLoader in Express
