You can create it, probably it goes in Garmin folder but I'm not sure, if it doesnt work ,try in root.

You have to navigate to get to the good.

I think that even Garmin Asus A10 has the standard "\Garmin\GarminDevice.xml" file that holds the paths to different additional files.
Check that file for the POI path to be sure.

    Sample from a "[nüvi 3790T]:\Garmin\GarminDevice.xml":

    Create a folder called POI:
    - phone-storage/POI/ (i.e. in root next to the Garmin folder)
    or
    - sdcard/GARMIN/POI/ (i.e. into the Garmin folder on the memory card)

Note: A10 doesn't work properly with custom sets of POI such as the 'Along Road' type.

On 3790 or 34xx can use the UNL versions (65535 255 255 0) where no .unl file or .gma is required.
Also (for OP) yes, you can copy POI files (.gpi format) directly to POI folder on device. No real need to transfer/copy across using POI loader.
