Navitel 9.8.2 and maps 2017 Q1

Maps 2017Q1 for "Navitel Navigator 9.8.3 for Android" works perfectly, unfortunately I can't get to work Germany for "Navitel Navigator 9.7.2493 for WINCE" almost all Maps 2017Q1 loads fine except Germany, Italy and some others.
I have copied License file "NaviTel_Activation_Key.txt" from cracked Android version on which Germany works fine, I also have tried to load all the license files from "NavitelContent 0,4 Mo" folder but with no luck.
Anyone have tried to load Germany or Italy 2017Q1 maps on your WINCE devices?

Navitel-full-9.8.19_crk for Android 2.3 and newer
Little more cracked version - removed the x86 libraries folders

Does navitel support digital elevation model (DEM) files ?

Yes, DEM is the Overview world map - [Only registered and activated users can see links. ]
Moreover if you use the several maps you will need this one to make a routing between the countries.

I downloaded this but i cant see my map in 3d with elevation information eg Mountains etc

Overview world map means zooming out. The DEM is only available when zooming out.

Maybe i used the wrong term.
I meant a dem file (like Europe_NASA.dem in Igo) in order to see elevation info (mountains,3d terrain) like this igo screenshot.
