What skin are you using? You want to go to Settings->Display->Day Skin Theme and pick diMkaWA_aP114_24
Then make sure under Settings->Sound and Warnings->Voice Language that you pick a TTS voice
Then check under Settings->Sound and Warnings->TTS Pro and check "Read Out Alert Points"
Then click the "play button" of "Read Out Alert Points"
I forgot to say. After picking skin, restart (exit and start) iGO, the following directions afterward. Look like you have to pick Voice_TTS-android-eng-us-lua.zip for TTS voice (it's the one that show "TTS v4" and female saying "Have a nice trip. Drive carefully") because it has Alert Point setting under TTS Pro.

Click on "Select All" and click on the Redlight button (row 1 column 5) to see

Finally click on "Voice Warning Test" to hear voice announcement of that alert.
