What is "Basemap.fbl" and what it does?

The Basemap.fbl serves the purpose to tell the navigator that it is the map and complement the passage between neighboring countries.
It is a file that has the boundaries of countries, used to view the boundaries when given a zoom to zoom out.
The Basemap.fbl if not in the Content / Map folder navigator does not complete the initial cycle and may display an error message.
