Someone has messed with that device (with WinCE settings). You can revert the change if you know what he did or if you flash the original firmware.

I've finally finished it for my INE 928R unit, adjusting all the parameters that were causing problems because they weren't adapted to my screen. It bricked, but I recovered, and now I'm incredibly grateful for how it turned out. It all came down to reading and recovering information. I'm continuing with minor adjustments to further refine the system.

It is not a firmware, it is software. The device system can change the zone in the software. The reverse is not valid
Set up the device first then adjust time zone in iGO
