This work on Primo but don't work on Nextgen.
I add the same kml ( with string that you post ) and the same .bmp that on Primo work many years but they don't work with Nextgen.
I see only default icone for kml in Nextgen but the same shown like charm in iGO Primo Israel, Turkey, ANS etc.

Trust me, it is working...
I made two screenshots, the first is showing the KML and BMP files in SzülinApp folder, the second is showing the map with defined poi icon (hungarian National Tobacco Shop)

I already have like you wrote above but didn't work.
Trust me i try all that i can think and i know a lot about how modiffy iGO ;)

I finally found solution how to show custom icone.

Open data.zip and then go to ui_nextgen/icons/poi/ and delete kmlpoi.icon

Now when you start nextgen you see custom kml icone :)

How i can use or unable user POI in Igo NG?
Asi i dont see any option for user icon in Menu:)

Figure out that on iGO primo work any kml but on Nextgen you must set it as iGO kml, becouse regular don't have inside <Placemark>

What size of icone do you use for tobacco?

60x60 size is visible OK on map :)

Does anybody tested "iGO Primo NextGen v9.19.1.484935" on Samsung Note 4?

Bitmaps with 52x52 pixel

As you see, my example contains <Placemark> tag.

Yes, thank you for your tag :)

After i read your post couple of time i see on end <Placemark> and see that my kml that work with no problem on iGO primo don't have this tag.
Then i save my kml to iGO kml and have <Placemark> tag inside and after this Nextgen start to show my icone.

Thank you again for pointing me in right direction.
