I did the test and the folder name varies according to the Voice Language and not the Language in Regional Settings. Setting the Language to Italian and Voice Language Kate (UK) English SC1040 appears to me but when I click on it it changes to SC2057, when I didn't have that folder in ui_nestgen it appeared SC9999.
So the indication SC-DA9999 appears when there is an inconsistency.

You absolutely right I configured my device for Language England and Voice Language Spanish and the Warning field was with SC1034 (Spanish).
If there was an inconsistency, the system automatically sets it to SCSC9999.
When chang language to english and voice to english, audio voice english works.Then again change to language and voice to arabic but still english audio voice still working
After reboot the mobile again audio change to SCSC9999.

Is the structure of your iGO_Pal folder similar to the image of post #3082?
If you are using the DA-SC1025 files that I attached in post #3075 it should work like this: arabic normal voice for navigation and english audio voice for warning if that is what you want.
Starting the app without the save maybe folder will help.
Yes the structure of my iGO_Pal folder similar to the image of post #3082. And I deleate save folder but still same gives DA-SC 9999 . but DA-SC1025*works only if I change voice to english
